Evaleen Jesang Mitei: What You May Not Know About TSC’s New Acting CEO.

The Teachers Service Commission (TSC) appointed Evaleen Jesang Mitei as the Acting Chief Executive Officer, replacing long serving CEO Nancy Macharia. The announcement was made this week after Macharia left the Commission after a tenure marked by many reforms in teacher management and service delivery.

Evaleen Jesang Mitei takes over one of the most powerful public sector jobs in Kenya, with oversight of over 350,000 teachers countrywide. Her appointment comes at a critical time as the Commission is expected to strengthen institutional reforms in teacher deployment, welfare and performance management.

Mitei is a seasoned human resource management professional with over 30 years experience in education and public service. She started her career in 1994 as a graduate teacher at Samoei Secondary School in Nandi where she was also acting deputy head teacher.

In 1999 she moved from classroom teaching to administrative service at TSC headquarters where she was appointed a staffing officer in charge of teacher recruitment, deployment and transfer across the country.

She has risen through the ranks at the Commission, serving in several key leadership positions including Deputy Director, Senior Deputy Director and Acting Director in the Directorate of Teacher Discipline Management (TDA).

As head of TDA, Mitei oversaw the implementation of disciplinary measures as per the Code of Regulations for Teachers and led policy initiatives on conduct and compliance.

Between 2003 and 2007 Mitei was seconded to the Public Service Reform and Development Secretariat under the Cabinet Office. During this period she contributed to the re-engineering of human resource systems and institutional capacity building across government ministries.

Most recently she was Director of Teacher Discipline Management from June 2024 and her role was to formulate and implement disciplinary policies and coordinate conduct related investigations in the teaching service.

Mitei holds a Master of Science in Human Resource Management from the University of Manchester, UK and a Bachelor of Education (Arts) from Moi University. She is currently pursuing a PhD in Human Resource Management at Jomo Kenyatta University of Agriculture and Technology (JKUAT).

She has been at TSC and has developed and implemented the Teacher Induction, Mentorship and Coaching (TIMEC) policy and capacity development programs for institutional heads and field officers.

As Acting CEO, Mitei will lead the Commission in the ongoing reforms, promote industrial peace in the education sector and provide strategic direction on national teacher staffing and deployment frameworks. Her appointment has been welcomed across the education sector as continuity and experience within the Commission.

KNUT through Deputy Secretary General Hesbon Otieno expressed hope that the Commission will work with them under Mitei’s leadership. “We wish her well and hope she will meet with the stakeholders,” Otieno said.

KUPPET also welcomed the appointment and urged for expedited talks on the 2025-2029 CBA. KUPPET Secretary General Akelo Misori said, “As we and the country at large are aware the Commission is fully constituted… what we need now is for TSC through the acting CEO to engage the unions and ensure the process is smooth.”

The current CBA will lapse at the end of June 2025 and new negotiations will start. KUPPET has indicated that their proposals will include review of hardship allowances for teachers deployed in marginalised and hardship prone areas.

TSC has not issued any details on the timeline for substantive CEO appointment.
